Other programs may not be as much in demand so that their limits are rarely, if ever, reached. Programs where the demand often surpasses the available slots are considered to be over-subscribed. Graduates of foreign high schools may qualify for admission into programs that are not over-subscribed as beginning freshmen without having to take the UPCAT provided they meet other requirements.
